Dáil Éireann

Televising of the proceedings of Dáil Éireann commenced in October, 1990. Seanad Éireann followed in December 1990 and the televising of Committees began in July 1993 .

The introduction of cameras into the Chambers followed a decision of the Houses to use the medium of television to give the public greater access to the workings of the Houses of the Oireachtas.

In Deireadh Fómhair, 1990, a tosaíodh ar dtús ar imeachtaí laethúla Dháil Éireann a theilifísiú. Lean teilifísiú Sheanad Éireann i mí na Nollag, 1990, agus tosaíodh ar theilifísiú Coistí i mí Iúil, 1993.

Tugadh ceamaraí teilifíse isteach sna Seomraí mar thoradh ar chinneadh de chuid na dTithe meán na teilifíse a úsáid chun teacht níos fearr a thabhairt don phobal ar oibriú Thithe an Oireachtais.

 Televising consists of an in-house system and the continuous supply of the signal to the national broadcaster, Radio Telefis Éireann. The in-house system provides Members in their offices with immediate information on the progress of proceedings in the Houses and Committees and allows them to continue with other duties e.g. representing constituents, researching and preparing contributions to upcoming debates on parliamentary business, drafting of amendments to Bills.

The proceedings are televised by means of miniaturised and unobtrusive cameras which are operated silently by remote control. In 2000, following an international tendering process, the analogue installation was replaced and updated to a digitally based one and is the most advanced available. The in-house system is permanently captioned i.e. the picture carries details of the business under discussion and the name of the speaker. In the case of Deputies, constituency and party affiliation are also given.

Proceedings are televised in accordance with Rules of Coverage which are designed to give a full, balanced, fair and accurate account of proceedings intelligible to viewers. The Rules ensure that the proceedings are televised in a dignified manner appropriate to the business of Parliament. Live coverage of major events e.g. Election of Ceann Comhairle, nomination of Taoiseach and other members of the Government, the Budget Statement, an address to the Houses by the President or a visiting Head of State/Government, must be carried by broadcasters in their entirety, uninterrupted by commentary, analysis or commercial breaks.

Ní mór don chraoltóir tuairisciú beo ar mhórimeachtaí ar nós Toghadh an Chinn Comhairle, ainmniú an Taoisigh agus baill eile an Rialtais, Ráitis Cháinaisnéise, aitheasc do na Tithe ón Uachtarán nó ó Cheann Stáit/Rialtais atá ar cuairt sa tír, a dhéanamh ina n-iomláine agus gan cur isteach ar an gcraoladh le tráchtaireacht, anailísiú ná agaí tráchtála.

An archive of proceedings is maintained to which authorised access is available and certain conditions apply to the use of such material, principally

- the material may not be used in programmes of light entertainment, political satire or in party political broadcasts

- material may not be used in any form of advertising or publicity

The Joint Committee on Broadcasting and Parliamentary Information which comprises of representatives of Dáil Éireann and Seanad Éireann is responsible for the administrative and financial arrangements for televising and for the Rules relating to televising and the use of archive material. Under its aegis the Broadcasting Unit provides an extensive range of commercial and other services:

- Provision of BETA / VHS and audio copies of proceedings

- Members can request play-backs of proceedings which are provided direct to their offices

- Full studio facilities (with 1,2, or 3 cameras) are available for interviews, party political broadcasts, studio debates.

- the control rooms also operate as edit suites and digital editing is available.
