Quantity may rise to five within a 12-month period.

9. Financing and payment:
Fixed price contract for equipment with details of supplies and service/maintenance costs.
10. Legal form in case of
group bidders:
Where a successful proposal comes from a group consortium, a contractual agreement will be
entered into with the lead contractor only.
11. Economic and technical
standards required:
In order that applicants may be considered, the following information must be submitted
with the initial application:
- Details of inscription of the company in any
professional or trade body within the country in which the applicant is established.
- Certificates drawn up by official quality
control institutes or agencies of recognised competence attesting conformity to certain
specifications or standards.
- Details of any significant and appropriate
contracts in the past three years.
- Details of the supplier's economic standing
as per tender documents.
- Details of any relevant professional
qualifications of those individuals who will be directly involved in providing
service/maintenance.
- A statement of whether those individuals who
will be directly involved in providing service/maintenance are employees of the company
tendering or if they are engaged on a subcontract basis.
- Under the terms of the Tax Clearance
Certification scheme, evidence from the Irish Revenue Commissioners that the tenderer's
tax affairs are in order must be provided before a contract is awarded.
The Authority shall be entitled to request and
obtain from any party submitting a tender such further information as it considers
necessary for proper consideration of the tender.
12. Tenders may lapse
after:
120 days.
13. Award criteria:
The lowest tender will not necessarily be accepted. The contract will be awarded from
qualifying tenders on the basis of the most economically advantageous tender, using the
following criteria:
(a) functional characteristics;
(b) technical merit;
(c) the quality, certainty and continuity of
service and support offered;
(d) costs (including capital costs, consumable
costs, value received for any trade-in of used equipment, etc.);
(e) lead time for delivery and commissioning
of equipment;
(f) level of ancillary services/accommodation
necessary to support installation.
14. Prohibition on variants:
Not applicable.
15. Other information:
The Office of the Houses of the Oireachtas proposes that
certain information relating to this tender competition will be made available on request
to the public. Details are contained in the tender documentation.
The deadline for receipt of tenders is 12 noon
(local time) on Monday, 12th November 2001.
