Paul Savage is the Assistant Secretary General with responsibility for EU, Brexit and International Trade matters, and for CAP Rural Development coordination.
EU Division is responsible for the development and co-ordination of policy in relation to EU matters, including through high-level EU meetings such as the Council of Agriculture Ministers and the Special Committee on Agriculture. The Common Agricultural Policy is the primary policy focus, with attention now centred on the policy framework post 2020.
Brexit Division co-ordinates all aspects of the Department’s response to the UK decision to leave the EU. It represents the interests of the agri-food and fisheries sectors in the Government’s engagement at EU level on the implementation of the Withdrawal Agreement and on the EU-UK future relationship, and co-ordinates readiness activities in the areas of infrastructure, staffing, IT systems and communication with stakeholders.
International Trade Division is responsible for the development and co-ordination of policy on international trade matters. It is focused on achieving the optimum policy framework for the Irish agri-food sector and for the rural economy in a constantly evolving international trading environment, notably in the context of Free Trade Agreements between the EU and third countries, and World Trade Organisation negotiations. The area also has primary responsibility for the organisation of all Trade Missions as well as inward visits by political and official delegations.
CAP Rural Development Division is responsible for the management and implementation of Ireland’s 2014-2020 Rural Development Programme. It is also responsible for the development of the CAP Strategic Plan for the period post-2020.
