Mr. Eoghan Murphy, T.D., Minister for Housing, Planning and Local Government has today 9 December 2019 published the General Scheme on the Housing and Planning and Development Bill 2019 for public consultation purposes.
The General Scheme of the Bill includes proposed legislative reforms to the judicial review provisions in the Planning and Development Act 2000, as amended, including reforms of the standing rights to bring judicial review proceedings in planning cases and also the special legal costs rules relating to such judicial review challenges.
The Department invites public submissions on the General Scheme of the Bill. The consultation period closes at 5pm on Monday 27th January 2020. You can make a submission by:

All submissions and comments submitted to the Department for this purpose are subject to release under the Freedom of Information (FOI) Act 2014 and the European Communities (Access to Information on the Environment) Regulations 2007- 2014. Submissions are also subject to Data Protection legislation.
Personal, confidential or commercially sensitive information should not be included in your submission and it will be presumed that all information contained in your submission is releasable under the Freedom of Information Act 2014.
Responses will inform the further development of the Bill. Please note that submissions received may be made available on the Department’s website. In any event, all submissions received will be subject to the provisions of the Freedom of Information Act and Data Protection legislation.
The pubic is advised that whilst the consultation on the General Scheme of the Housing, Planning and Development Bill 2019 is now closed, consideration of the submissions by the Department is currently ongoing. The Department intends to make available the submissions on request in due course.
