High-Level Conference: Listening to Children and Young People - Challenges in Challenging Settings

Children and young people are key partners in shaping Europe’s future, and it is their right to be a part of decision-making when their lives will be impacted by the decisions taken.

The High-Level Conference, "Listening to Children and Young People - Challenges in Challenging Settings", explored how children and young people can meaningfully exercise their right to participate in the decisions that affect their lives.

It took place on Thursday 30 and Friday 31 July 2026 in Dublin.

It was the first ever High-Level Conference dedicated explicitly to the participation of children and young people in decision-making.

The conference was the first major event hosted by the Department of Children, Disability and Equality during Ireland’s Presidency of the Council of the EU.

It brought together more than 200 delegates from across Europe, including children and young people, youth journalists, Government Ministers, European policymakers, researchers, practitioners and children's rights experts.

The two-day programme featured keynote addresses, plenary discussions, consultation sessions, exhibitions and a cultural programme, creating opportunities for dialogue and the exchange of ideas on strengthening children's participation in decision-making.

Children and young people were at the heart of the conference. Through discussions, consultations and interactive sessions, they shared their experiences and perspectives directly with policymakers and decision-makers, including on issues such as online safety and social media.

The conference aimed to demonstrate participation in action, showcasing how young people's voices can help shape policy and practice.

Ireland is recognised as a leader in child and youth participation, and this conference allowed us to share our learnings in this area while listening to and learning from others.

Below you can find highlights from the Conference, including our press release, the event programme, and photos and videos from the two days.
