Context
The Digital Networks Act (DNA) is a proposed Regulation that was published by the European Commission (CION) on 20th January 2026. Its aim is to amend and simplify the regulatory framework for electronic communications, moving towards a single market and introducing new legislative requirements for electronic communications providers.
Consultation Process
The Department has prepared an explanatory note (linked below), covering the main provisions of the DNA. Submissions are sought from interested stakeholders on the proposed provisions contained within the Act. A copy of the DNA proposal is also linked below for your consideration.
Submissions can relate to any part of the Act, there is no requirement to express a view on the entire act.
Please ensure that you clearly indicate the article number(s) to which your comments relate to in your submission. As a large number of comments are expected this will allow your comments to be considered appropriately.
Interested parties are invited to send their submissions by email to DNAPC@ccs.gov.ie by 5pm on Friday 14th August 2026.
Please note that responses to this consultation are subject to the provisions of the Freedom of Information Act 2014. Parties should clearly identify confidential or commercially sensitive information in their submission. However, parties should also note that any or all responses to the consultation are subject in their entirety to the provisions of the FOI Acts and may be published on the website of the Department of Culture, Communications and Sport. The Department will redact any personal information prior to publication.
Next Steps
Following analysis of responses from stakeholders, the Department may engage bilaterally with stakeholders in order to explore certain issues in more detail.
Once the public consultation has concluded, the Department will review all submissions, which will assist in informing the Department on stakeholder perspectives on various articles in the proposal.
