The Programme for Government contains a commitment to “draft a five-year strategy for the credit union sector to ensure it can fully leverage new opportunities.”
Minister of State Troy announced the commencement of the Credit Union Sector Strategy development on 19 April 2026. The Strategy will aim to ensure that credit unions can build on their strong and trusted brand, address structural challenges, and leverage new opportunities within the existing legislative and regulatory framework.
The Department of Finance will facilitate this strategy working in collaboration with representative bodies and a broad range of sector stakeholders to support the development of a shared vision, strategic purpose and framework for the evolving role of credit unions in Irish communities.
The strategy aims to position credit unions for sustainable growth and enhanced competitiveness, supporting their role as member-focused, community-based financial institutions, integral to their local communities, small businesses and farmers.
Additionally, this project will build on significant recent reforms, including the Credit Union (Amendment) Act 2023 and changes to Central Bank lending regulations, in order to assess how the sector can effectively harness these enhanced capacities.
The components of the strategy will be determined through research, industry surveys, and extensive ‘bottom-up’ stakeholder consultation, ensuring broad representation across the sector.
The strategy will seek to build consensus on a clear vision and strategy for the next five years, defining both the purpose for developing the strategy and the strategic direction, priorities and desired outcomes.
A high-level implementation framework will be developed by the Strategy Committee for approval by the Project Governance Board, setting out key priorities, delivery approaches and monitoring arrangements, with responsibility for implementation resting with the credit union sector and its leadership.
