International scholarships play a key role as an instrument to strengthen the internationalisation of education, support academic mobility and promote cultural exchange, alongside diplomatic relations.
The Department of Further and Higher Education, Research, Innovation and Science (DFHERIS) has an established portfolio of international scholarships. These have evolved over time and serve several strategic purposes. In January 2024, DFHERIS launched its new international talent and innovation strategy – Global Citizens 2030 - which provided a timely impetus to review the scholarships funded by the Department.
The purpose of this review was to assess the strategic alignment of the international scholarship programmes with Global Citizens 2030 strategy and to examine how, or if, the overall effectiveness of the scholarship programmes could be strengthened. The review takes into consideration the policy contexts in which scholarships are situated, outlines the delivery and impact of existing schemes, and assesses the alignment with other State-funded scholarship programmes.
