Appointments to the Optical and Radiographers Registration Boards:

The Minister for Health Jennifer Carroll MacNeill TD has appointed/reappointed the following persons as members to the Optical and Radiographers Registration Boards.

Candidate Biographies

Optical Registration Board: Owen Blee

Owen Blee is a registered dispensing optician actively engaged in professional practice. He brings over 20 years of experience in the practice, governance and management of community-based eye care services, including senior leadership and board-level roles. He holds postgraduate qualifications in ethics, governance, health systems, health policy and business administration.

Radiographers Registration Board: Lorraine Dowd

Lorraine Dowd is a graduate of University College Dublin and a Clinical Specialist Radiographer at Children’s Health Ireland, Crumlin, with experience in paediatric imaging and service development. She has a particular interest in quality improvement, radiation optimisation, and patient-centred care, and works closely with multidisciplinary teams to support service delivery. Lorraine has a keen interest in child protection and safeguarding and is actively involved in paediatric radiography education and service improvement. She is currently undertaking an MSc with a focus on forensic radiography and healthcare leadership.
