Clinical Trials Advisory Council (CTAC)

The Clinical Trials Advisory Council (CTAC) was established by the Minister for Health to advise and oversee the implementation of the recommendations of the final report of the National Clinical Trials Oversight Group (NCTOG), Transforming Ireland's Clinical Trials Landscape: A Blueprint for Implementation.

The Clinical Trials Advisory Council provides advice and guidance on the implementation of the recommendations set out in the Blueprint for Implementation including actions to create more agile and responsive clinical trial systems, develop the clinical research workforce, promote the use of innovative technologies and incentivise greater clinical trial activity across Ireland. The Council also supports alignment between the clinical trials agenda and broader national and international policy objectives.

The establishment of the Council reflects the Government's commitment to transforming Ireland's clinical trials landscape through a more coordinated, efficient and patient-centred approach. By bringing together representatives from across the clinical trials ecosystem, the Council supports collaboration to accelerate the development of innovative treatments from research to real-world use, enhance public and patient engagement, and ensure earlier access to clinical trials and emerging therapies.

Clinical trials play a vital role in improving health outcomes for patients and their families by providing access to innovative treatments and preventative interventions. They also contribute to Ireland's economic and research ecosystem by supporting high-value employment, fostering innovation and strengthening Ireland's competitiveness as a location for clinical research.

The membership of the Clinical Trials Advisory Council comprises representatives with expertise and experience across clinical research, healthcare delivery, academia, public and patient involvement, regulation, industry and public policy, ensuring a collaborative and inclusive approach to advancing Ireland's clinical trials ambition.

The Council is chaired by Professor Donal Brennan who was appointed by the Minister for Health. Donal Brennan is Professor of Gynaecological Oncology in University College Dublin (UCD) and Consultant Gynaecological Oncologist in the Mater Misericordiae University Hospital. Donal was previously the Chair of the National Clinical Trials Oversight Group (NCTOG).
