Minister Jim O’Callaghan attends Munich Migration Meeting

  • Minister O’Callaghan invited by German Minister of the Interior to a multilateral meeting in Munich to discuss migration reform, improving returns, and strengthening external borders

At the invitation of the German Federal Minister of the Interior, Alexander Dobrindt, Minister for Justice, Home Affairs and Migration Jim O’Callaghan, is today attending a ministerial meeting on migration and border security in Munich, in his capacity as the Chair of the Justice and Home Affairs (JHA) Council.

The meeting is also being attended by Ministers of the Interior from a number of EU Member and Associate States, as well as by the EU Commissioner for Internal Affairs and Migration, Magnus Brunner and UK Home Secretary, Shabana Mahmood.

Discussions at the event will focus on:

  • How to ensure the newly reformed Common European Asylum System works, and what if any further changes to it are needed,
  • Improving the rate of returns of those with no legal right to remain in the European Union, and
  • How to strengthen and protect the external borders of the EU.

In advance of the meeting, Minister O’Callaghan said:

“We are seeing that the Pact is working. The numbers of irregular arrivals is dropping across the EU while at the same time the numbers of returns to third countries are increasing. That said we cannot become complacent and should continue to look at how we improve end-to-end the functioning and efficiently of the Common European Asylum System.

“An important part of this is ensuring the full and uniform implementation of the Pact on migration and asylum and Ireland, as Presidency, is determined to keep the focus on this and on implementation of the new Returns Regulation, which we will formally adopt at the Justice and Home Affairs Council in Luxembourg next week.

“I welcome the initiative shown by my German counterpart, Minister Dobrindt, in bringing these countries together to focus collectively on what needs to be done to continue managing migration, and securing our external borders into the future, including by making more funding available for asylum, migration and border controls.

“Our conversations today will be particularly helpful in setting the scene in advance of next week’s JHA Council which I will Chair and at which I will bring forward two new proposals – one on how we can improve the rates of return and readmissions, and the other on how we can better anticipate sudden migratory movements and identify potential risks at an early stage to enable timely and informed action.”
