Minister Chambers welcomes the submission of Ireland’s final payment request of €225 million under the EU Recovery and Resilience Facility

The Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, Jack Chambers, has welcomed the submission of Ireland’s fifth and final payment request under the European Union’s Recovery and Resilience Facility (RRF), with a value of €225 million.
Ireland was allocated €1.15 billion under the National Recovery and Resilience Plan (NRRP) funded by the RRF as part of the EU post-pandemic recovery plan, NextGenerationEU. Ireland has submitted four previous NRRP payment requests and has received €928 million to date.
Minister Chambers said:
"I am delighted to announce Ireland’s submission of the final payment request for €225 million under the EU’s Recovery and Resilience Facility (RRF). This was the culmination of a significant body of work by my own Department, Government Departments, agencies, semi-state bodies and the European Commission.
"Ireland’s NRRP was an ambitious programme of investment and reforms responding to the challenges of green transition, digital transformation, and REPowerEU. This EU-funded programme has supported the delivery of diverse projects ranging from rail electrification and digital health to bogland rehabilitation.
“As a performance-based instrument, the RRF represented a fundamental reform of EU funding delivery, with payments linked to the verified completion of milestones and targets rather than receipted costs.
“Subject to the approval of this payment request, Ireland will have successfully achieved 100% of our milestones and targets and drawn down 100% of its €1.15 billion NRRP allocation.”

Notes
The Recovery and Resilience Facility (RRF) was a temporary funding instrument that formed part of the European Union’s NextGenerationEU post-covid recovery plan. Member States accessed RRF funding in the form of grants or loans aligned to the delivery of projects under National Recovery and Resilience Plans (NRRPs).
The RRF was a performance-based instrument, with payments linked to the verified completion of identified milestones and targets.
The REPowerEU programme was financed through the RRF. Introduced in response to Russia’s invasion of Ukraine, REPowerEU was designed to rapidly reduce dependence on Russian fossil fuels, boost the independence and security of the Union’s energy supply and accelerate the green transition.
The European Commission will now review Ireland’s fifth NRRP payment request. Subject to a positive assessment by the Commission and adoption by the Council of the European Union, Ireland will receive the final payment of €225 million by the end of December 2026. This will represent the successful achievement of all our milestones and targets and the drawdown of 100% of Ireland’s total RRF allocation of €1.15 billion.
