Creating attachments on gov.ie

- if attaching a document to a publication - the document must be uploaded to the CMS first
- uploaded documents must have a title that clearly explains what the file is
- uploaded documents must also have a description (summary) that explains the contents of the file
- if uploading a file that is in a proprietary format (Word, Excel etc) it is advised that a PDF version also be created so that all users can open it
