Dublin City Taskforce
In May 2024, the Government appointed a Dublin City Taskforce to take a holistic view of the measures required to rejuvenate Dublin city centre, north and south, to make Dublin city centre a more thriving, attractive, and safe place; and a desirable location to live, work, do business and visit.
Following the publication of the Taskforce’s Report and Recommendations in October 2024, the Department of the Taoiseach convened an Interdepartmental Group to assess how best to move the recommendations forward. This Group reported to Government in June 2025, setting out a clear Roadmap for Delivery to guide implementation.
The Government agreed that this Roadmap would be delivered in three phases over a ten-year period, focused on the heart of the city. A ten-year Integrated Area Strategy will also be developed to help coordinate investment, make the best use of funding, and address vacancy and dereliction.
To support delivery, a number of oversight and implementation structures have been put in place. An Oversight Board provides strategic direction, working alongside Dublin City Council’s Rejuvenation Action Group, which focuses on practical issues such as safety, movement and the public realm. In parallel, an interim Programme Management Unit (PMU) has been established, with plans to create a dedicated Special Purpose Vehicle (SPV) to lead and coordinate long-term regeneration.
A central part of this overall programme is the redevelopment of the GPO Complex. This reflects the importance of O’Connell Street as the historic, cultural and symbolic heart of the city and the State, and its key role in Dublin’s future.
The Government’s vision is to guide O’Connell Street into its next centenary as the heart of the city and the State - a welcoming, accessible space where people can live, work, visit, socialise and take part in a vibrant cultural life. The redevelopment of the GPO and its surrounding area is a key part of delivering on this vision, helping to create a city centre that works for everyone.
Consistent with Government commitments, and subject to the outcome of the consultation process, the future GPO Complex is expected to include a mix of uses, including:
- A public post office
- Significant cultural use(s)
- Enhanced public access and public realm improvements
- Office accommodation for Government
- Retail elements within the existing retail footprint
While longer-term plans for the site are being developed, early action is already underway. The Roadmap includes the introduction of “Meanwhile Uses” in the area around O’Connell Street, with a particular focus on the GPO and Princes Street North – see ‘What Next’ below.
