The Minister for Public Expenditure and Reform, Michael McGrath TD, today (Friday) published the seventh tranche of Spending Review papers as part of the 2021 Spending Review process.
The papers published today relate to the areas of housing, social protection and justice.
Irish Government Economic and Evaluation Service (IGEES) staff working directly in all Departments have supported this significant undertaking, delivering a broad range of analysis to be considered, debated and will ultimately shape how policies develop into the future.
"This set of spending review papers builds on those published earlier in the month and provides valuable insights across a number of important policy areas. The evidence produced will need to be carefully considered in the context of addressing key policy challenges, particularly in the context of housing.
"I commend all those involved in delivery such a broad range of papers as part of the spending review this year. Alongside the performance, equality and wellbeing initiatives, the spending review has become an important process to inform and improve decision making across Government and I look foward to its future progress."

Analysis of the Social Housing Current Expenditure Programme
This paper focuses on the Social Housing Current Expenditure Programme (SHCEP). It provides an analysis of the provision of social housing units through the various SHCEP delivery mechanisms.

An Overview of Irish Housing Market Dynamics
The Irish housing market has been characterised by increasing input/output prices in recent years, undermining the capacity of households to attain homeownership and the viability/supply of development in the rental sector. Various and often interrelated, systemic factors drive this phenomenon. This paper provides a broad overview and discussion of these factors. Data on Government expenditure on housing is analysed and a trend of pro-cyclical capital spending is observed. The paper considers international approaches to housing policy that may provide insights for addressing the current housing shortage domestically.

Social Impact Assessment (SIA) of Homelessness Supports
This paper analyses trends in expenditure and recipient numbers of homeless services with a particular focus on emergency housing supports. The paper also examines the profile of adult homeless service users in the Dublin region in 2020.

Progressing the Development of the Costed Policing Plan and Multi-Annual Budgeting
This paper aims to progress and inform a number of finance function related priority actions within the Garda Reform plan "A Policing Service for our Future". It builds upon the work undertaken in Spending Reviews published on similiar themes in recent years and is the first jointly authored Spending Review developed in the Justice Sector in collaboration between the Department of Public Expenditure and Reform, An Garda Síochána and the Department of Justice.

Review of the Programme of Work and Training in the Irish Prison Service
This paper outlines the model of work and training service delivery across the Irish Prison Service estate, detailing key inputs and outputs, and reviews its labour market relevance. It also examines key stakeholder perspectives on the effectiveness and efficiency of work and training and examines the model of delivery in other jurisdictions.

Social Protection
The Pandemic Unemployment Payment and the Employment Wage Subsidy Scheme: Trends and Interactions.
This paper presents insights on the evolution of expenditure and reciepient trends observed for the Pandemic Unemployment Payment (PUP) and the Temporary Wage Subsidy Scheme(TWSS)/ Employment Wage Subsidy Scheme (EWSS), the interactions between these two schemes, and issues for further consideration deriving from these insights.
