Today the Minister for Environment, Climate and Communications, Eamon Ryan, and the Minister for Public Expenditure, NDP Delivery and Reform, Pascal Donohoe, published the first series of Spending Review papers to be conducted by the Department of the Environment, Climate and Communications as part of the 2023 Spending Review Process.
The spending review is a key platform for generating evidence for policy making across the Civil Service. Supported by the Irish Government Economic and Evaluation Service (IGEES), the process has become a focal point for analysis across government departments.
Minister Ryan welcomed the publications stating:
"Today’s publications highlight just some of the analysis the staff in my department has conducted this year in order to provide data-driven insights to inform policy and assist in advising on the strategic direction of the department on key issues for government."
Welcoming these reviews, Minister Donohoe stated:
"The Spending Review process is a crucial part of the ongoing assessment of the impact and effectiveness of investment in public programmes and services. I welcome today's first publication of Spending Reviews from the Department of the Environment, Climate and Environment and look forward to the continued contributions the department can make in providing an evidence base to policy areas of significant strategic relevance to the government in Climate Action and Energy Security."

This paper is a first attempt at estimating costs of compliance associated with Ireland’s EU climate targets. It presents the potential Exchequer implications should Ireland fail to make sufficient progress in reducing greenhouse gas emissions.
