Addressing the issue of homelessness involves a cross Government response:
A High Level Homelessness Task Force was established in July 2020, to provide a forum for engagement with key organisations working together to address homelessness. It also provides input on the implementation of the commitments on homelessness in the Programme for Government.

In tandem with Rebuilding Ireland a range of measures are being taken to secure a ring-fenced supply of accommodation for homeless households and to mobilise the necessary supports.
These measures have been identified in the government's Implementation Plan on the State's Response to Homelessness (May 2014) and in the Action Plan to Address Homelessness (December 2014).
These Plans represent a whole-of-Government approach to dealing with homelessness and contain actions in relation to the associated issues of housing, welfare and healthcare.

The Government’s Homelessness Policy Statement (pdf, 239kb) was published in February 2013. The statement makes explicit a commitment to a housing-led approach to end long-term homelessness and the three key aspects of this approach: supply, prevention are outlined in the statement. The statement also includes a target to end involuntary long-term homelessness by the end of 2016.
The Homelessness Policy Statement was informed by a 2012 report Ending Homelessness – A Housing Led Approach, prepared by Professor Eoin O'Sullivan of Trinity College Dublin. Professor O’Sullivan undertook an assessment of The Way Home: A Strategy to Address Adult Homelessness in Ireland Professor Eoin O'Sullivan’s report strongly endorsed the principles and fundamentals of The Way Home strategy.
An Independent Review of Homeless Services was carried out by Mazars and published in January 2016.
