The purpose of these guidelines is to promote best practice and consistency of application of the public procurement rules in relation to the purchase of goods and services.
Contracting authorities are encouraged to consider, on a case-by-case basis, undertaking preliminary market consultation (PMC) prior to tendering in order to better understand the market including the range of goods and services available, market developments, what commercial models are available, the competitive landscape, and the specific capabilities of SMEs. The OGP periodically updates template request for tender and contracts templates and template outcome letters. These documents are provided to assist contracting authorities and are provided in a protected word format to maintain the legal standing. Contracting authorities are also encouraged to consider the incorporate of strategic public procurement considerations such as sustainability ( green and social ), innovation and SMEs.
