The National Reform Programme (NRP) is a key part of the European Semester process. The European Semester process is the annual cycle of enhanced economic and fiscal policy coordination at the EU level.
As part of this process all EU members, including Ireland, prepare and submit a NRP to the European Commission every April in conjunction with the Stability Programme Update.
The NRP gives an overview of the policy actions and economic reforms under way in Ireland, including in response to Country Specific Recommendations (CSRs) given to Ireland as part of the previous year’s semester process. It also outlines the key economic challenges faced, along with updating on the use of EU Funds, on Ireland’s progress in addressing the UN Sustainable Development Goals, and on progressing the European Pillar of Social Rights.
Due to the COVID-19 pandemic the European Semester was adapted last year, and no NRP was prepared for 2021.
Development of the NRP was coordinated by the Department of the Taoiseach with input from relevant Departments and agencies. As part of this process stakeholder engagement was undertaken as detailed in the NRP
