Overview

The Department of Finance is launching a public consultation ‘Climate Change and Insurance in the context of the “Climate Action Plan 2019 to Tackle Climate Breakdown”.

This consultation seeks the views of all interested parties on insurance related matters in a climate change context, and in particular on the challenges posed by flooding.

The consultation will run from the 23rd July to 15th October.

The Department of Finance has prepared a paper to facilitate the public consultation. The paper provides an overview of what the Government is doing to mitigate flood risk, the current insurance model in Ireland, the risk posed by climate change, and lessons from other countries.

This public consultation paper is an integral part of addressing Action 177 under the Government's Climate Plan, to:

'Review the challenges associated with the availability of property (home and business) insurance, and possible responses to this issue’.

Submissions on this topic, coupled with the overview this paper provides, will assist the Department of Finance to review the potential consequences of climate change on property insurance. This will enable the Department to further consider its current flood insurance policy, evaluate alternatives and facilitate the continued making of appropriate evidence-based policy making.

Please make your submission in writing, preferably electronically as a Word or a PDF document by the 15th of October. Submissions should be marked “Public Consultation on Climate Change and Insurance” and be sent by email to insurance@finance.gov.ie
