Responsible for the effective management of health service resources, [current expenditure including pay, (pay rates, scales & staffing numbers), pensions and non-pay items] in line with the department's statutory responsibilities, including through effect performance oversight of the HSE; The Budget and Estimates Process; Coordination of the department’s input into the HSE’s Corporate Plan and Annual National Service Plan: Operating the department’s financial and payment systems; Leading efficiency initiatives across the Health system; Industrial relation issues relating to health service pay and conditions; Development and implementation of Government policies on pay, pension, terms of employment and reforms in the Public Health Service; Oversight of Pay and Numbers Strategy in the HSE; Division is also responsible for supporting and promoting a sustainable, community-rated private health insurance market.
