The Climate Action Delivery Board (CADB) was established in July 2019 and was initially co-chaired by the Secretaries General of the Department of the Taoiseach and the Department of Climate, Energy, and the Environment. The Programme for Government 2025 committed to strengthening the delivery structures necessary for implementing the Climate Action Plan through the CADB. To enhance governance and provide direct government support for the Board's crucial work, Minister for Climate, Energy, and the Environment Darragh O'Brien became the Chair of the CADB in 2025. The CADB is responsible for overseeing climate action initiatives, facilitating implementation, and helping to eliminate barriers to progress.
Membership
The Climate Action Delivery Board (CADB) is composed of the Minister for Climate, Energy, and the Environment and the Secretaries General from 12 relevant government departments. This structure ensures a comprehensive approach to climate action across various sectors. As of January 2026, the membership includes:

Terms of Reference

Under its Terms of Reference, the Board will:
- Provide strategic direction and leadership to support coordinated, timely, and effective implementation of the government's climate action agenda
- Monitor and support delivery and performance by each department to ensure Ireland is on a pathway to achieving its emissions reduction targets
- Oversee and report to the government on progress in implementing the actions contained in Climate Action Plans
- Review key strategic projects and areas of work; identify resolution pathways for barriers and constraints
- Work closely with the Climate Action Plan Programme Board (CAPPB) to ensure an enhanced process of climate governance
The role of the Climate Action Plan Programme Board (CAPPB)
The Climate Action Plan Programme Board (CAPPB) was established in 2025 to strengthen cross-government oversight and strategic direction for delivery of the Climate Action Plan (CAP). It supports an aligned approach across the major climate delivery taskforces, assesses progress against plan targets (including via quarterly progress reports), monitors risks and cross-sectoral dependencies, and identifies high-impact actions that are at risk or underperforming.
Where interventions are needed, the Board proposes/recommends corrective actions, including to the CADB and escalates focused issues through the wider governance structures.
