Minister Troy to host Commissioner Maria Luís Albuquerque for Savings and Investments Union event

  • Event comes as European Commission issue a recommendation on Savings and Investments Accounts, and launch a Communication on a comprehensive EU Financial Literacy Strategy,
  • Panel discussion to take place in Euronext Dublin with Commissioner Albuquerque, Minister Troy, Ann Prendergast of State Street Investment Managers, and moderated by Bloomberg’s Laura Noonan

Minister of State with responsibility for Financial Services, Credit Unions, and Insurance, Robert Troy TD, will today host European Commissioner Maria Luis Albuquerque in Dublin for a discussion on the Savings and Investments Union (SIU).

Commissioner Albuquerque is Commissioner for Financial Services and the Savings and Investments Union, overseeing the unlocking of finance needed for European businesses and for the green, digital, and social transition.

Earlier this week, the Commission announced two major initiatives to advance the Savings and Investments Union and deliver tangible benefits for all EU citizens. The comprehensive package focuses on improving financial literacy for all and at all life stages, and introduces a blueprint for Savings and Investment Accounts (SIAs), aimed at making investing simpler and more accessible for everyone.

The event, taking place on the old trading room floor in Euronext Dublin this afternoon, will be a focused panel discussion moderated by Bloomberg’s Laura Noonan. Minister Troy and Commissioner Albuquerque will be joined by Ann Prendergast, head of EMEA for State Street Investment Managers.

Panellists will discuss the opportunities for the EU in the context of the SIU, and the role Ireland can play in its development given the country’s strength across financial services – including investment funds, asset management and insurance – and technology.

Linked to the ongoing work on the SIU, the Department of Finance is also engaged in a process to deliver an updated strategy for Ireland’s international financial services sector. Ireland for Finance, the whole of Government strategy for the sector, will be delivered in the first half of 2026 following significant engagement and a recent public consultation.

Commissioner Albuquerque said:

Together, we can build deeper capital markets that channel Europe’s savings into productive investment, driving innovation, competitiveness, and prosperity for all."

The Savings and Investments Union has transformative potential for the European Union and its citizens. Ireland has been a strong supporter of the SIU from the outset, and our financial services sector stands ready to be a key part of its development.

There is work to be done of course. We need to ensure that our firms have access to funding for their growth, and we need to boost European retail participation in capital markets, to give our citizens a better return on their savings, and help fund European companies. Today is an important part of that process, and I thank Commissioner Albuquerque for her time, insight, and engagement.”
