Tánaiste welcomes NAMA’s final transfer of €450 million surplus to the Exchequer and the increase in NAMA’s lifetime contribution to €5.6 billion

The Tánaiste and Minister for Finance Simon Harris TD has today welcomed NAMA’s final surplus transfer of €450 million, and NAMA’s announcement that its overall lifetime contribution to the State has increased by a further €100 million to €5.6 billion.
In 2025 alone, NAMA has made a contribution of €875 million to the State. This includes today’s cash transfer of €450 million, as well as the transfer of €425 million in assets to the Land Development Agency, comprising the transfer of 1,366 social homes and two major sites with the capacity to deliver up to 4,500 homes.
Commenting on the transfer, Tánaiste Harris said:
“Today’s final surplus transfer of €450 million from NAMA marks an important milestone as NAMA announces an increase in its lifetime contribution to the State to €5.6 billion ahead of its wind-down.
This represents the third transfer from NAMA to the State during 2025. In total, the Agency has contributed €875 million in 2025 alone, comprising today’s €450 million cash transfer and the earlier transfer of €425 million in assets to the Land Development Agency.
The assets transferred include a significant social housing portfolio and two strategic sites which have the potential to deliver up to 4,500 new homes, making an important contribution to the delivery of much-needed housing supply by ensuring the land remains in State ownership.
These transfers, and the increase in NAMA’s lifetime contribution to €5.6 billion, are a reflection of the commitment of NAMA’s staff in executing their mandate over many years.
As NAMA reaches the substantive conclusion of its operational wind-down at the end of 2025, I would like to thank the Agency’s staff for their dedication and commitment. NAMA’s surplus, and its broader contribution to the social and economic development of the State, has been enabled by their expertise.
Following publication and enactment of the Conclusion of IBRC Special Liquidation and Dissolution of NAMA Bill in the coming months, NAMA will formally dissolve. Any remaining residual activity will be managed to completion by the NTMA.”

Notes:
- The legislation required to effect the formal dissolution of the Agency (the Conclusion of IBRC Special Liquidation and Dissolution of NAMA Bill) is at an advanced stage of drafting and is expected to be published in the coming months. Once enacted, the Agency shall be formally dissolved and the small level of residual activity will be transferred to the NTMA for management to completion.
- “Housing for All” included a commitment to facilitate the transfer of NARPS from NAMA to the LDA. NARPS is an SPV with a portfolio of 1,366 residential units, which are leased by NARPS to Local Authorities and Approved Housing Bodies. The transfer of NARPS to the LDA was completed in July 2025.
- A further transfer to the LDA involving two key development sites in Dublin and Kildare, with capacity to deliver up to 4,500 residential units, was completed in October 2025. As a result of these transfers, combined assets valued at €425m were retained in state ownership.
