What the PLC Bursary for Displaced Persons (Ukraine) Scheme 2025 is
The PLC Bursary for Displaced Persons (Ukraine) Scheme is designed to provide financial help to people who want to study a Post Leaving Certificate (PLC) course and:
- are living in Ireland
- have been granted temporary protection (under section 60 of the International Protection Act 2015)
How to qualify
To qualify, you must:
- be living in Ireland
- have been granted temporary protection (under section 60 of the International Protection Act 2015)
- be taking part in an approved PLC course (see list of courses in PDF below)
- not be getting the Back to Education Allowance from the Department of Social Protection
New Entrants to a PLC Course
Temporary supports under the PLC Bursary Scheme will cease for PLC Students whose initial Temporary Permission was granted by the Minister for Justice 3 years or more before the start of their 2025/2026 Academic Year. This cohort will be advised to check their eligibility for maintenance supports via the Student Grant Scheme as administered by SUSI.
Students who are commencing an approved PLC course and whose initial Temporary Permission was granted by the Minister for Justice less than 3 years before the start of the 2025/ 2026 Academic Year will continue to be supported through the PLC Bursary Scheme if they:
- are 2025 Leaving Certificate students (or equivalents) who become new entrants to a Solas Approved Further Education PLC course in Academic Year 2025/26, and
- have been resident in the State for the preceding six months prior to the 1st of October 2025.
Existing Students in a PLC Course
As above, the existing PLC Bursary Scheme will cease for PLC Students whose initial Temporary Permission was granted by the Minister for Justice 3 years or more before the start of their 2025/2026 Academic Year and they can check eligibility for supports via SUSI.
In the case of eligible BOTPs and whose initial Temporary Permission was granted by the Minister for Justice less than 3 years before the start of the 2025/ 2026 Academic Year who commenced Year 1 of a 2-year SOLAS approved PLC course in Academic Year 2024/2025 and are progressing into Year 2 of that course in 2025/2026 Academic Year, the PLC Bursary will continue to be in place.
Rate of payment
The Bursary is payable at either the adjacent rate of €2,575 or non-adjacent rate of €6,115 for the academic year 2025/2026 in accordance with the criteria outlined below:
- The non-adjacent rate of bursary is payable to eligible students who provide evidence that their normal residence is 30km or more from the approved institution they are attending and
- The adjacent rate of bursary shall be payable to eligible students in all other cases.
Payment Schedule
The bursary payable in respect of a month shall be one-ninth of the annual rate.
Eligible students who have been awarded funding under this scheme and who are confirmed as registered and attending their course, will receive their payments on the dates outlined below.

Closing date for applications
Please submit your application no later than in the last calendar month of attendance by a student on an approved course to which the application relates.
