The Minister for Public Expenditure, Infrastructure, Public Service Reform, and Digitalisation, Jack Chambers, TD, established the Accelerating Infrastructure Taskforce in May 2025. This follows Government agreement on 15 April 2025 to establish a new Infrastructure division in the Department, including the forming of the Accelerating Infrastructure Taskforce to monitor the implementation of measures to accelerating infrastructure delivery.
The Accelerating Infrastructure Taskforce is a non-statutory Taskforce to support the Minister and his Department in their increased infrastructure functions, including overseeing the Department’s programme of reform to unblock barriers and accelerate infrastructure delivery.
The Taskforce will play a critical role in advising Government on accelerating infrastructure delivery by identifying the key barriers impeding progress, and how these can be overcome to unlock infrastructure delivery.
The functions of the Taskforce include:
- providing strategic guidance and expert input to policy proposals to speed up infrastructure delivery
- providing guidance and advice to officials to ensure that barriers to infrastructure delivery are identified accurately and represent the most impactful barriers impeding timely and effective delivery
- providing guidance and advice on the development of a small number of high impact reform actions that are robust, achievable, time-bound and are rigorously focused on addressing the challenges identified
- overseeing the subsequent implementation of these reform actions.
There are 12 members of the Taskforce, six independent experts, experienced in infrastructure delivery, combined with six ex-officio members, taken from those commercial semi-states at the frontline of infrastructure development and the local government sector. The Minister for Public Expenditure, Infrastructure, Public Service Reform, and Digitalisation is the Chair of the Accelerating Infrastructure Taskforce.
The Taskforce initially plans to meet on a monthly basis.

- Mr Sean O’Driscoll – Chairman of the Economic and Social Research Institute (ESRI) and former Chairman and Chief Executive of the Glen Dimplex Group
- Ms Mary Hughes – a Chartered Town Planner with in excess of 25 years’ experience
- Ms Michele Connolly – Former partner in KPMG and Head of Global Infrastructure
- Mr Feargal O’Rourke – Chairman of IDA Ireland
- Mr Eamon Booth – Former MD of John Paul Construction
- Ms Imelda Mannion – Former Jacobs VP for Global Programme Management.
