Better Public Services - Advancing Disability Equality: Beyond Compliance at the NTMA

At the National Treasury Management Agency (NTMA), advancing disability it is a strategic priority embedded across its Equity, Diversity & Inclusion (EDI) and Wellbeing frameworks. This commitment was recently recognised through the NTMA’s success in winning an Advancing Disability Equality Award at the 2026 National Inclusion and Diversity Awards.

Through its Disability Awareness and Self-Identification Campaign, the NTMA has demonstrated a comprehensive, data-led approach to creating an inclusive workplace where employees with disabilities can thrive.

Central to this progress is a strengthened Reasonable Accommodations framework. This confidential, employee-led process is supported by a dedicated Disability Liaison Officer (DLO) and an expanding catalogue of supports. The introduction of a newly co-designed Reasonable Accommodations Policy, developed in collaboration with the Disability Advocacy Team, and Ability Focus Ireland, further reinforces the organisation’s commitment to accessibility, inclusive recruitment, and equitable career progression.

The NTMA has also embedded inclusion into its talent lifecycle. Recruitment processes have been enhanced to better support neurodiverse candidates, including the alignment of psychometric assessments with Web Content Accessibility Guidelines (WCAG). Targeted training, delivered in partnership with Ability Focus Ireland, has equipped key stakeholders, including HR, recruitment, ICT, and facilities teams, with the skills needed to foster accessibility and inclusion.

Leadership capability has been a critical enabler, with managers receiving training in disability awareness and inclusive leadership. Employee voice remains central. The Disability Advocacy Team has played a vital role in shaping initiatives, supported by listening sessions, engagement events, and transparent communication around the Self-ID campaign and survey. These efforts resulted in a 73% survey response rate, with 9.4% of employees identifying as having a disability (December 2025).

By embedding inclusion across policy, practice, and culture, the NTMA is setting a strong example of how public sector organisations can lead in advancing disability equality beyond compliance.
