Minister of State for Public Procurement, Digitalisation and eGovernment, Emer Higgins TD, has welcomed the refreshed version of the Capital Works Management Framework (CWMF) website.
Managed by the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation (DPER), the CWMF is a set of policies, contracts, and guidance materials used for delivering public sector construction projects in Ireland. It covers the entire project lifecycle and is a mandatory framework for projects over 50% funded by the state.
The updated site is designed to be easier to navigate, more accessible, and better aligned with the needs of users engaging with public works contracts. The new website address https://cwmf.gov.ie/en/. Visitors to the previous site will be automatically redirected.
Key updates include:
- Improved design and navigation: All documents required for Public Works Contracts, including guidance, templates, and technical updates, are now available in one location.
- New learning and support tools: If a user isn’t sure which contract to use, there is now a simple step-by-step guide to help them decide, along with a decision tree to support users to choose the correct notification letters. There is also a link to the Commercial Skills Academy, the Practitioner Training service for CWMF users.
- Updated resources: Live CSO Indices relevant to CWMF contract management will be provided, along with a fee adjustment mechanism tool for inflation adjustment.
The updated site also offers improved mobile compatibility and faster performance.
Minister Higgins welcomed the changes, saying:
“The refreshed CWMF website is a practical step forward in making the process for public sector construction projects more accessible and user-friendly.
“These improvements will support better project delivery and empower stakeholders with the tools and information they need.
“These enhancements align with DPER’s strategic goals to promote innovation and digital adoption in the construction sector, support Project Ireland 2040 and the National Development Plan, and deliver quality procurement solutions for the public service.”
Feedback is welcomed via the new website’s feedback link.
