Community and Enterprise: Social Inclusion Community Activation Programme (SICAP). PPS Number is collected by the Implementing Partner, Roscommon LEADER Partnership under the Back to Work Enterprise Allowance (BTWEA), Short Term Enterprise Allowance (STEA) schemes and under goal three of the SICAP 2015-17 programme.

Environment: Investigation of cases under the Litter Pollution Acts.

Finance: Payroll, Sick Pay, Superannuation, Payments to Suppliers, Housing Loans, Household Charge, Departmental Returns.

Housing: Housing Applications (Loans, Grants, Social Housing), Mortgage Protection Insurance, Housing Assistance Payment, Affordable Housing and Private Sites Applications, Rental Accommodation Scheme.

Local Enterprise Office: Employment Grant verification purposes.

Human Resources: Personnel Records, Salary Amendments, Sick Pay, Superannuation Records.

Roads and Transportation: Water Safety Risk Assessors Expenses; Roads Services Refunds; Landowners Tax Clearance Requirements (required for payment processing).

Water Services: Individual Well Grants, Road Opening Licence Refunds.

Does your organisation exchange the PPS Number with any external body? If so please name the relevant bodies and state the purpose(s) of the exchange

Community and Enterprise: SICAP arrangements are being finalised between the Department of Employment Affairs and Social Protection and the Department of Housing, Planning and Local Government in relation to the sharing mechanism.

Environment: Department of Social Protection to confirm identity of owners of PPS numbers found as evidence at the site of an offence committed under the Litter Pollution Acts.

Finance - Payroll: Department of Housing, Planning and Local Government; Revenue Commissioners, Department of Employment Affairs and Social Protection.

Finance - Payments to Suppliers: Revenue Commissioners.

Finance - Housing Loans: Department of Housing, Planning and Local Government; Health Service Executive; Central Bank for compiling the Central Credit Register.

Finance - Household Charge: Department of Housing, Planning and Local Government; Household Charge Bureau; Local Government Management Agency HC Business Team.

Finance - Non Principal Private Residence (NPPR): Department of Housing, Planning and Local Government; NPPR Bureau.

Housing - Rental Accommodation Scheme: Health Service Executive.

Housing - Allocations: Department of Social Protection.

Human Resources: Department of Social Protection; Central Statistics Office (Employment Survey); Core HR Solutions (HR, Payroll and Superannuation System); Local Government Management Agency (Storage of Electronic Data).

Water Services: Department of Housing, Planning and Local Government (Individual Well Grants).

Does your organisation have any other plans involving the use of the PPS number?

No.

There is a duty to ensure compliance with the principles of processing personal data which are set out in Article 5(1) and 5(2) of the GDPR. These principles are summarised as follows:

  • process it lawfully, fairly, and in a transparent manner
  • collect it only for one or more specified, explicit and legitimate purposes, and do not otherwise use it in a way that is incompatible with those purposes
  • ensure it is adequate, relevant and limited to what is necessary for the purpose it is processed
  • keep it accurate and up-to-date and erase or rectify any inaccurate data without delay
  • where it is kept in a way that allows you to identify who the data is about, retain it for no longer than is necessary
  • keep it secure by using appropriate technical or organisational security measures
  • be able to demonstrate your compliance with the above principles
  • respond to requests by individuals seeking to exercise their data protection rights (for example the right of access)
