Carlos Mendes is the Deputy Director for Prevention and Risk Management at the Portuguese National Authority for Emergency and Civil Protection. His work is primarily focused on prevention and preparedness at a strategic level, including the implementation of the National Disaster Risk Reduction Strategy and the coordination of the National Platform for Disaster Risk Reduction. His areas of responsibility also include risk assessment, emergency planning, environmental impact assessment, spatial planning, early warning systems, urban fire safety regulation, and decision support for major emergencies.
Carlos Mendes is Portugal’s Sendai Framework Focal Point for UNDRR and national representative in the European Commission’s Expert Groups on Prevention and Risk Management and Early Warning Systems. He holds a master’s degree in environmental engineering.
