Minister Jim O’Callaghan announces details of Stardust Recognition Payment Scheme

The Minister for Justice, Home Affairs and Migration Jim O’Callaghan has today (Monday 16 February) announced details of the second phase of Stardust Redress, a Recognition Payment for survivors. The scheme is now open for applications.

Last week the government approved the scheme of ex gratia recognition payments, which is available to all survivor beneficiaries of the original Stardust Victims Compensation Tribunal established in 1985.

The Scheme will remain open for six months until 5pm on 17 August 2026.

Launching the scheme, Minister Jim O’Callaghan said:

“The launch of the Stardust Recognition Payment Scheme fulfils the government’s commitment to implement a two-phased approach to Stardust redress. Payments in respect of Phase One of the redress, for the families of those so tragically killed in the fire, were completed in August last year.

“While 48 people lost their lives, many more were injured. This Scheme is intended to recognise the delay in providing truth and justice to survivors who were injured during the terrible fire 45 years ago.

“The application process is simple and straightforward to access so it is expected that eligible applicants will receive payment promptly.”

The Stardust Recognition Scheme can be accessed at the following link: www.stardustrecognitionpayment.ie

Applications can be made online or by post. A Stardust Recognition Payment Helpline will be available during office hours at 01-859 2268 for those who wish to request an application form to be sent to their home address.

Applications will be accepted until 5pm on 17 August 2026.

Notes to the editor

The Phase Two scheme of ex gratia recognition payments is open for applications as of 16 February 2026. The main features include:

  • All survivor beneficiaries of the original Stardust Victims Compensation Tribunal will be solely eligible for this recognition payment.
  • Each person will be eligible to receive a fixed recognition payment of €20,000.
  • This payment will be disregarded for tax and state support assessments.
  • The applications process will remain open until 5pm on 17 August 2026.
  • Eligible applicants will be paid as soon as possible.
  • A total of 823 people received compensation from the tribunal that was established in 1985; therefore, the potential maximum cost of Phase Two is €16.4million.
