The Financial Shared Services (FSS) Centre, which is part of the Department of Justice, is located in Killarney, Co Kerry. It has adopted the shared services business model to develop its financial systems and business processes. Its nine Client Organisations are:
- Department of Justice
- Department of the Taoiseach
- Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media
- An Garda Síochána
- Irish Prison Service
- Courts Service
- Property Registration Authority
- National Museum of Ireland
- Office of the Revenue Commissioners
The FSS also provided payroll services to the National Library of Ireland. Responsibility for this service transferred to the Payroll Shared Service Centre (PSSC) of the Department of Public Expenditure and Reform in March 2015.
Business
Since its establishment, the FSS provided a full range of services to its clients organisations including payroll, expense, invoice processing and other financial services. The exception relates to the National Library and the Revenue Commissioners where payroll services only were provided.
Recently the FSS has been working closely with the payroll shared services project under the auspices of the Department of Public Expenditure and Reform.
In December 2013, responsibility for payroll processing in respect of members of An Garda Síochána and the Irish Prison Service transferred to the PSSC. In March 2015, responsibility for payroll processing in respect of other payrolls (civilian payrolls with the exception of the payroll for the Office of the Revenue Commissioners) also transferred to the PSSC.
A number of Department of Justice FSS staff also transferred to the PSSC in conjunction with the migration of payroll and expense processing work.
The FSS continues to pay the salaries of over 6,000 staff from the Office of the Revenue Commissioners in addition to paying over 10,000 Garda Síochána pensioners, but it is planned that these payroll functions will also transfer to the PSSC in due course.
In 2014 the FSS processed in the region of 321,000 invoices and criminal legal aid payments on behalf of its Client Organisations and accounted for expenditure of €2.5 billion approximately. It will continue to process these payments on behalf of all client organisations.
In addition, it also processed approximately 132,000 expense claims and will continue to process these payments for An Garda Síochána and the Irish Prison Service. Travel and subsistence payments for all it’s other client organisations transferred to the PSSC in April 2015.
Other services currently provided by the FSS, include general ledger maintenance, financial accounting and reporting, fixed asset processing, maintenance and development of the financial management system and pensions administration (Garda).
The FSS will continue to work closely with the current financial management shared services project which is being managed and led by the Department of Public Expenditure and Reform.
