Call for Evidence for an Impact Assessment - Industrial Decarbonisation Accelerator Act (IDAA)

The Climate Action and Energy Policy Unit would like to draw your attention to a Call for Evidence for an Impact Assessment recently issued by the European Commission regarding the Industrial Decarbonisation Accelerator Act (‘IDAA’). The IDAA is planned to be published in Q4 2025.


Background

The Clean Industrial Deal announces an Industrial Decarbonisation Accelerator Act to address the following challenges:

  1. Create and protect European lead markets for low-carbon products
  2. Identify and promote priority industrial decarbonisation projects
  3. Streamline and speed-up permitting procedures for industrial access to energy and decarbonisation

The initiative will focus on energy-intensive industries (that is, chemicals, steel, pulp and paper, refineries, cement, non-ferrous metals, glass, and ceramics) and, where relevant, considers related downstream industries (for example: automotive, construction, housing, clean tech).

The IDAA complements other work in this area such as the Net Zero Industry Act, the EU Emissions Trading System, the EU’s Carbon Border Adjustment Mechanism (CBAM), rules on the energy markets, the Critical Raw Materials Acts, the Clean Industrial Deal State Aid Framework (CIDSAF), trade defence instruments and plans for proposed Public Procurement Directives in 2026.

This is your opportunity to provide your feedback at a point in the process where the Commission can effectively take it into account in finetuning the draft legislation.

The deadline to respond to this Call for Evidence is 8 July 2025.

In addition to providing feedback to the Commission, we request that you send your feedback to this department climateaction@enterprise.gov.ie to facilitate us in the collation of the feedback and preparation of a national position and identification of Ireland’s key interests and opportunities.
