Background
The Common Agricultural Policy (CAP) is a central EU policy that supports farm incomes, food production, rural communities and the delivery of environmental and climate objectives.
In July 2025, the European Commission published its legislative proposals for the EU Budget (Multiannual Financial Framework) and the CAP for the period 2028–2034. These proposals represent a significant change in both the structure and funding of the CAP, including the proposed delivery of CAP supports through National and Regional Partnership Plans.
Negotiations on these proposals are now underway between Member States and the European Commission. Ireland will play an active role in these discussions, including during its Presidency of the Council of the European Union in the second half of 2026.

Purpose of the Consultation
The purpose of this consultation is to gather views from farmers, stakeholders and members of the public to help inform Ireland’s position on the future CAP post-2027.
The consultation seeks views on the key elements of the proposed CAP framework, including:
- Priorities for CAP support after 2027
- Simplification and delivery of CAP measures
- Income support, including capping and degressivity
- Environmental and climate actions
- Generational renewal
- Rural development, including LEADER
- Investment and competitiveness
Feedback received through this consultation will be used to inform Ireland’s engagement in the ongoing EU negotiations.
How to Make a Submission
Submissions can be made by completing the online consultation questionnaire, which sets out a series of structured questions on the future CAP.
Submissions should be submitted by email to: post2027capconsultation@agriculture.gov.ie by 5.00pm on Friday, 20 March 2026.
