Douglas Kelly

Douglas Kelly has responsibility at Head of Business Unit level for the strategic leadership, policy development, legislative framework and capital investment oversight of the non-Uisce Éireann water services sector, including the Rural Water Programme. The role encompasses multi-annual programme planning and delivery oversight; Exchequer funding allocation and governance; performance and risk management; sector development; engagement with local authorities and stakeholders; and stewardship of rural water subsidies and targeted grant schemes to support safe and sustainable rural water services.
