CEPP 5/2025 Circular Letter European Union (Land Use Planning SEA) Regulations 2025

This circular notifies relevant authorities of the partial commencement of the European Union (Land Use Planning – Strategic Environmental Assessment) Regulations 2025 (S.I 456 of 2025). These Regulations replace S.I. 436 of 2004, which transposes the SEA Directive (2004/42/EC) as it relates to land-use planning.

The commencement of the Regulations is linked to the commencement of Part 3 of the Act of 2024. The Regulations (other than regulations 15(b), 15(c) and 15(d) come into effect on the 2nd of October 2025. Regulations 15(b), 15(c) and 15(d) come into effect on the commencement of Section 25(8), Section 25(9), Chapter 5 and Chapter 6 of the Act of 2024.
