Building the Right Mix of Social Homes

As we build more social homes, it’s important to make sure they meet the different needs of people and families.

Why a Good Mix Matters

• We need a variety of homes, houses and apartments, with 1 to 4 bedrooms.
• Homes should follow universal design principles so they are accessible and inclusive for everyone.
• A good mix helps create vibrant, welcoming communities and supports efforts to end homelessness.

Meeting Real Needs

• About two-thirds of people on social housing waiting lists are single adults, so more studio and one-bedroom homes are needed.
• Larger homes are also essential for big families, especially those in long-term emergency accommodation.

Planning with Better Data

• The Housing Need and Demand Assessment (HNDA) helps local authorities understand what types of homes are needed in their areas, including for older people and people with disabilities.
• This data shapes local housing strategies and ensures the right homes are planned in city and county development plans.

Clear Targets and Local Plans

• Local authorities and Approved Housing Bodies (AHBs) use Housing Delivery Action Plans to set out how many homes they will build, what types, and where.
• Future plans will include minimum targets for different home sizes and types, including housing for priority groups.
• These plans will also show how local authorities, AHBs, and the Land Development Agency (LDA) will meet annual targets through building, buying, or leasing homes.

Supporting AHBs to Deliver

• AHBs will continue to play a key role, especially those that provide care and support for people with higher needs.
• The Government will work closely with AHBs to help them plan, grow, and deliver more homes directly.
• A new ‘call for proposals’ model will be introduced to improve how AHBs deliver homes that meet specific needs and budgets.
