1.1 Develop a framework to monitor the implementation of Delivering Homes, Building Communities

1.2 Monitor the actions in Delivering Homes, Building Communities and publish regular updates

1.3 Provide regular updates to Cabinet Committee on Housing, and any other forums as required

2.1 Engage with all stakeholders to oversee, drive and support a co-ordinated approach to addressing vacancy and ensuring houses already built are being fully used

2.2 Support local authorities to deliver the Vacant Property Refurbishment Grant, providing support in bringing vacant and derelict properties back into use as homes

2.3 Support local authorities to deliver the CPO Activation Programme to identify and target vacant and derelict properties to return to residential use including supporting local authorities in using their legislative powers to compulsorily acquire properties where necessary

2.4 Create an ‘Above the Shop’ living refurbishment grant by topping up the vacant and derelict refurbishment grant

2.5 Ensure that local authorities apply the Derelict Sites Act 1990, including use of a Derelict Site Register and Levy, as part of oordinated housing and regeneration actions

2.6 Support local authorities in the implementation of Town Centre First, with a focus on addressing vacancy and dereliction in Town Centre First Plans

2.7 Continue to deliver the Repair and Leasing and Buy and Renew Schemes, targeting 1,000 additional homes annually

3.1 Set annual targets for individual local authorities and ensure effective delivery of programmes, in conjunction with the Housing Delivery Coordination Office

4.1 Strengthen and manage the Mortgage to Rent (MTR) scheme to ensure that it is helping those who need it

4.2 Ensure the effective operation of the Housing Assistance Payment (HAP) and the Rental Accommodation Scheme (RAS)

4.3 Ensure HAP levels are adequate to support vulnerable households while we increase the supply of social housing

4.4 Review the Disabled Persons Grant Scheme to ensure it continues to meet the requirements of those who need it

5.1 Support the effective operation of a scaled up Repair and Lease scheme to maximise the conversion of existing buildings into social housing units

5.2 Continue the roll out of the planned maintenance programme, informed by stock condition surveys and in parallel roll out new voids programme for local authority homes aimed at prompt re-letting of units

5.3 Look at scope to enhance the level of delivery of social homes by locally-based small/medium-sized builders particularly via opportunities from vacant properties via Turnkey Renewal

5.4 Implementation of the Energy Efficiency Retrofit Programme with a target of 36,500 local authority homes to be retrofitted by 2030

6.1 Resource and support the Residential Tenancies Board (RTB) and monitor the Residential Tenancies Acts for any requisite legal change

7.1 Delivery of Build to Sell (BTS) apartments through the continued rollout of the Croí Cónaithe Cities Scheme

8.1 Ensure that lending policies and operational guidance support the efficient delivery of local authority mortgages

8.2 Ensure that the Local Authority Home Loan remains relevant and accessible for first time buyers and fresh start applicants

9.1 Continued development of tenure, including market engagement with key partners

9.2 Examine the new Starter Home Programme from a strategic, data and communications perspective to ensure the promotion and implementation of a comprehensive Starter Home Programme.

9.3 Work with the First Home Scheme Ireland Dedicated Activity Company (DAC) to progress implementation and extension of the national First Home Scheme for housing

9.4 Keep the income eligibility criteria for Cost Rental tenancies under review to ensure that the scheme continues to assist the target cohort.

9.5 Work to improve access to Cost Rental homes for key local workers, through particular targeting of tenancies

9.6 Manage/Administer the Local Infrastructure Housing Activation Fund Programme (LIHAF) until all existing projects are substantively complete 

10.1 Ongoing oversight of the operation of the Construction Products Regulation 2011 (EU 305/2011) (CPR)

10.2 Implement the Construction Products Regulation 2024 (EU 3110/2024) (CPR 2024)

10.3 Ongoing oversight of the implementation of the Market Surveillance Regulation (EU) 2019/1020 in respect of construction products under Construction Products Regulation (EU 305/2011 & EU 3110/2024)

10.4 Establish a building Standards Agency under the Local Government (Corporate Bodies) Act pending the establishment of a Building Standards Regulatory Authority

11.4 Support local authorities to provide emergency accommodation to ensure that there is sufficient high quality emergency accommodation and appropriate supports available to households experiencing homelessness

11.5 Support delivery of the Housing First Programme to increase the numbers of homeless individuals accessing a Housing First tenancy

11.6 Develop a national Homelessness Prevention Framework

11.7 Support local authorities to introduce measures to reduce the number of households spending extended periods of time in emergency circumstances

11.8 Develop a capital programme for the provision of Homeless Emergency and Transitional accommodation for those at risk of, or experiencing, homelessness
