1. Manage our national parks and nature reserves for nature conservation as well as for education and public access for the enjoyment of nature

1.1 Develop National Park management plans to incorporate both visitor management and nature conservation

1.2 Ensure best practice in visitor facilities and in their maintenance and management, including in relation to interpretation, safety and accessibility

2. To conserve, protect and manage our heritage resources,maximizing the benefits for biodiversity and as a support to local communities, regional economic development and sustainable employment, while implementing relevant aspects of UN Sustainable Development Goal 15 “Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss”

2.1 Develop and implement the National Parks and Wildlife Service (NPWS) Conservation Measures Programme

2.2 Safeguard nature and help prevent wildlife crime through enhanced supports, operations, policies, education and awareness

2.3 Progress the ongoing delivery of actions within the 4th National Biodiversity Action Plan (NBAP) 2023 – 2030 to deliver biodiversity action

2.4 Support local authorities in carrying out actions for biodiversity through the Local Biodiversity Action Fund

2.5 Implementation of the next Biodiversity Climate Change SectoralAdaptation Plan (BCCSAP)

2.6 Build on existing skills to ensure high standards of planning and management are achieved including in the area of natural capital accounting and ecosystem accounting

2.7 Support land managers through the NPWS Farm Plan Scheme to deliver actions that benefit habitats and species in need. Trial novel approaches to farming for the environment, safeguard specific sites, habitats, and species, and meet conservation measures required under the EU Birds and Habitat Directives

3. Foster awareness, appreciation, and understanding of Ireland’s natural and cultural heritage
3.1 Ensure the enhanced protection of nature in nature reserves and the wider countryside for the enjoyment of all through sustainable management, accessibility and maintenance practices
4. To ensure effective development and implementation of appropriate policies, legislation, secondary legislation and actions to comply with EU, national and international heritage obligations

4.1 Effective discharge of regulatory and statutory functions for the protection of nature

4.2 Develop Ireland’s National Restoration Plan arising from the Nature Restoration Regulation, in consultation with stakeholders 

4.3 Publish site specific conservation objectives for all Natura 2000 sites

4.4 Publication of guidance for public bodies relating to biodiversity

4.5 Bring into operation the various provisions of the Historic and Archaeological Heritage and Miscellaneous Provisions Act 2023, ensuring a modern and robust legislative framework for the better protection of Ireland’s heritage

4.6 Continue to implement Heritage Ireland 2030, which

5. Support the conservation and re-use of historic structures to reduce vacancy and dereliction, improve resilience to climate change, reduce greenhouse gas emissions, and enhance the quality, character and amenity of our built environment

5.1 Identify, record, assess, and monitor the use of our built heritage through the National Inventory of Architectural Heritage

5.2 Provide financial support for the conservation and re-use of historicbuildings through the Built Heritage Investment Scheme (BHIS), the Historic Structures Fund and other strategic grants

5.3 Support the development and retention of traditional building and conservation skills

5.4 Provide advice and training to owners and conservation professionals on how best to conserve, maintain, adapt and revitalise our built heritage

5.5 Support the adaptation of our built heritage to reduce its vulnerability to climate change; promote appropriate retro-fitting and re-use as a means to reduce greenhouse gas emissions

5.6 Work with local authorities and state agencies to ensure that the conservation and re-use of our built heritage is integrated appropriately into planning, policy, and investment decisions

6. To promote North-South co-operation, particularly in the context of Waterways Ireland and through projects financed by the Shared Island Fund

6.1 Facilitate, support and assist in advancing the strategies and goals ofWaterways Ireland

6.2 Governance and oversight of the construction of the Narrow WaterBridge

6.3 Implement biodiversity projects on an all-island basis

 

7. Progress and promote Ireland’s ongoing participation in UNESCO, EU and Council of Europe (COE) heritage initiatives

7.1 Implement the World Heritage Strategy for Ireland 2025-2035

7.2 Progress World Heritage status for Irish Tentative List Sites

7.3 Through the Shared Island Initiative, promote enhanced North-South co-operation in respect of transnational World Heritage sites and other heritage initiatives

7.4 Oversee the implementation of the 1954 Hague Convention for the Protection of Cultural Property during Armed Conflict

7.5 Ratify the 2001 UNESCO Convention on the Protection of Underwater Cultural Heritage

7.6 Progress Ireland’s membership of the Cultural Routes of Europe, a Council of Europe programme

7.7 Consider Ireland’s membership of EU heritage initiatives

 

8. To ensure the continued protection, maintenance and presentation of National Monuments in the ownership or guardianship of the Minister and local authorities and private owners in accordance with relevant legislation

8.1 Build on existing skills to ensure a continued high standard of protection, conservation and management of national monuments through an effective, collaborative working relationship with the Office of Public Works, including under Fáilte Ireland’s collaborative capital investment partnership consistent with the tripartite Strategic Partnership 2023 – 2028

8.2 Continued management of the Minister’s national monument heritage portfolio through the strategic acquisition of lands and properties in accordance with corporate and financial governance procedures
