TheResidential Tenancies Board (RTB) is the independent body that regulates the rental market. It:
- Keeps a register of tenancies
- Resolves disputes between landlords and tenants
- Ensures compliance with rental laws
- Provides reliable data and insights to inform housing policy
Improving RTB Services
The Government will review and streamline RTB processes to make them more efficient and ensure the organisation has the resources it needs.
In 2026, the RTB budget will increase to €22.8 million—over 70% more than in 2025.
Faster Dispute Resolution
Dispute cases have grown by 75% since 2021, causing delays. In response:
- Eight new staff were hired in 2024 to speed up cases.
- Early intervention measures were introduced to prevent disputes from reaching formal hearings.
Results in 2024:
- 11,047 dispute cases processed
- 5,290 adjudication and mediation hearings (up 34%)
- 1,302 tribunal hearings (up 74%)
- 4,207 Determination Orders issued (up 41%)
Processing times improved significantly:
- Mediation: 7 weeks (target: 8 weeks)
- Tribunal: 15 weeks (target: 16 weeks)
- Adjudication: 17 weeks (target: 16 weeks)
New Online Dispute Resolution Centre
Launched July 2025, this system makes it easier for customers to:
- Apply and pay online
- Upload evidence
- Track case progress
This will further reduce timelines and improve transparency.
Government Commitment
The Government will continue to fund RTB dispute resolution and enforcement activities to:
- Minimise delays
- Ensure fair and effective outcomes for landlords and tenants
