Supporting Utility Providers

To build more homes, we need strong infrastructure. The Government is increasing investment in:

• Electricity networks through EirGrid and ESB Networks
• Water and wastewater services via Uisce Éireann

We’re also making infrastructure delivery faster and more efficient by:

• Reforming structures and removing barriers
• Supporting agencies responsible for infrastructure development

An independent Taskforce, led by the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, will soon publish an Action Plan to tackle delays and improve delivery. This plan will ensure that the major investment in the National Development Plan is matched by quicker deployment of essential infrastructure to support housing

Every new home built today needs twice as much electricity as homes built before 2019. This, combined with climate challenges like extreme weather, means Ireland’s electricity network must be expanded and strengthened to support the delivery of 300,000 homes.

Planning Ahead

To keep pace with demand, EirGrid and ESB Networks need clear information on where and when new housing will be built. Local authorities will now provide ranked infrastructure priorities across energy, transport, water, and communications.

Major Investment

The updated National Development Plan includes:

• €3.5 billion in equity funding for grid infrastructure by 2030.
• This funding will help EirGrid and ESB Networks raise additional capital internationally to finance their expansion plans.

These investments will ensure Ireland’s electricity network is reliable, resilient, and ready for the future.

The updated National Development Plan includes a record €12.2 billion investment in Ireland’s water sector. Of this, €11.7 billion will be delivered by Uisce Éireann to support major projects in cities and regions. This investment will:

• Provide the extra water and wastewater capacity needed for new housing.
• Protect public health and safeguard the environment.

Working with Developers

The private sector plays an important role in expanding water services alongside new housing. Current arrangements allow developers to:

• Lay water pipes using Uisce Éireann-accredited contractors.
• Install temporary pre-treatment facilities that connect to existing sewer networks, enabling housing projects to proceed while permanent upgrades are completed.

Future Plans

The Government is developing measures to allow developers to build standalone wastewater treatment plants to boost capacity. These proposals are at an advanced stage and will:

• Unlock additional housing supply.
• Require regulatory changes for discharge authorisations.
• Include arrangements for transferring infrastructure to Uisce Éireann.
