Minister Browne announces appointment of new Chairperson of the Housing Agency

Minister for Housing, Local Government and Heritage, James Browne TD has today announced the appointment of Carol Tancock as Chairperson of the Housing Agency.
Ms Tancock, who has served as interim chairperson since June 2025, joined the Board in 2023 as an independent non‑executive director and now steps into the role with extensive experience and a strong understanding of the organisation’s mission.
Announcing the appointment, Minister Browne said:
“The Housing Agency is a vital organisation in driving and implementing our national housing agenda, as outlined in our Housing Action Plan, Delivering Homes, Building Communities. Strong, experienced and dynamic leadership is essential to this work.
“Working with Chief Executive, Martin Whelan and the management team, Ms Tancock brings the skills, expertise and oversight needed to guide the Agency through this important period.”
“Her appointment will further strengthen the Agency’s capacity to respond to emerging challenges in housing delivery and ensure continued progress towards the delivery of high‑quality, affordable, and sustainable homes across the country.”
In addition to Ms Tancock, two additional board members, John Ring and Eoin O’Lideadha have been appointed. They bring significant relevant experience, which will further enhance the operation of the Housing Agency.

Carol Tancock
Carol has more than 25 years’ experience in European financial institutions, with a focus on commercial real estate, infrastructure financing and portfolio management. Carol is also Managing Director of the Dublin branch of FMS Wertmanagement, where she has held senior leadership positions for many years.
She has served on the board of Co-operative Housing Ireland, chairing its Audit, Assurance and Finance Committee, and has been closely involved in governance and oversight within the housing sector.
Carol holds an MSc in Investment and Treasury as well as qualifications in corporate governance and as a Chartered Director.
John Ring
John Ring is Director of Research at Savills. He is a Chartered Financial Analyst and holds Master’s degrees in Economics and Business Studies. He has 15 years’ experience across research, investment, and economic consultancy.
Eoin O'Lideadha
Eoin O’Lideadha is a Fellow of Chartered Accountants Ireland and a former partner of both KPMG in Ireland and Deloitte Ireland LLP. He has over 30 years of corporate finance and financial advisory experience, including on major infrastructure projects, mergers and acquisitions, financing, and general corporate strategy.
