Minister Browne publishes NDP Sectoral Investment Plan for Housing

The Minister for Housing, Local Government and Heritage, James Browne TD today published the National Development Plan (NDP) Sectoral Plan for Housing.
This Sectoral Plan forms a crucial part of the implementation of the new housing action plan, Delivering Homes, Building Communities 2025-2030, and reflects the largest ever capital investment in housing and critical infrastructure as part of the NDP.
In order to support the new Housing Action Plan, almost €25 billion in NDP funding has been allocated to Housing Capital Programmes over the lifetime of the NDP, which will be supplemented by investment through the Land Development Agency (LDA) and lending through the Housing Finance Agency (HFA).
Minister Browne emphasised:
“We are in a housing crisis, and we are responding by providing an unprecedented amount of funding for housing.
“Tackling the crisis in both housing and homelessness is a priority for this Government, and the funding allocated as part of this National Development Plan reflects that. In particular, it will allow us to scale up the delivery of social and affordable housing to levels never seen before in this state.
“This funding should also be seen in the context of the record investment of €12.2 billion in the water sector. This has been outlined as part of our NDP sectoral plan for water. That funding will support the delivery of a wide range of projects in cities and regions to deliver the additional water services capacity required for our new housing targets.”
Over the lifetime of the National Development Plan, €1 billion has been allocated to support the Housing Activation Office (HAO) and Housing infrastructure.
The establishment of the Housing Activation Office is a key Programme for Government commitment, critical to accelerating homebuilding by unblocking infrastructure delays.
Almost €20 billion has been allocated to Social and Affordable Housing Delivery Programmes over the lifetime of the National Development Plan, addressing housing inequality for low-income households.
The Social Housing programme seeks to significantly scale-up delivery of new build social homes over the coming years, increasing from an average of 8,000 or so homes a year to date up to an average of 12,000 per year between 2025 and 2030.
The focus of capital investment in social housing will be on new build – with the funding supporting the delivery of 10,200 new build social homes in 2026, ramping up thereafter to meet the 12,000 average.
The allocation will also enable a package of approximately 15,000 affordability supports per year – targeted to help people to own or rent a home of their own.
Furthermore, €4.2 billion has also been allocated to programmes providing key supports for housing needs right across the country. A significant focus has been placed on enhancing the lives and wellbeing of those who make their homes in existing communities in our villages, towns and cities by addressing challenges such as population decline and economic stagnation.
Minister Browne added:
“Delivering on our new housing action plan requires robust and delivery-focused partnership. As seen by this sectoral plan, the State is leading with record investment to complement the strong direction in our action plan, but success depends on others also playing their part — local authorities, the Land Development Agency, Approved Housing Bodies, the private sector and communities.
“The money to achieve our objectives is being provided but we also need the necessary will and focus. We will work with everybody to meet our ambitious target of at least 300,000 new homes by 2030 and, where necessary, we will call out those instances where we feel delivery is not proceeding at the pace and scale it should be. I will be relentless in tackling the housing crisis.”
