November monthly commencement data shows 10% increase

There were 1,531 commencement notices for new homes lodged in November 2025 – an increase of 10% compared to November 2024, when 1,387 commencement notices were lodged. This increase was reflected as the Department of Housing, Local Government and Heritage published its latest monthly data on the number of Commencement Notices received (indicators of residential construction starts).
Minister for Housing, Local Government and Heritage, James Browne TD noted:
“This is the first time this year that we have seen a monthly increase in the number of commencements compared to the same period last year and, hopefully, this is an indicator of renewed momentum in the housing market. This increase complements the positive signs we saw last week with planning permissions where the CSO data showed that number of permissions granted for the third quarter of this year was over 11,100 - an increase of 29% on the same period last year.
“We have a new housing action plan, ‘Delivering Homes Building Communities’ and a number of key reforms under our belt this year so far – all of which have built greater certainty and confidence in the home building sector. I expect, as we track planning permissions, commencements and completions throughout 2026, we will see our housing pipelines strengthen and delivery scale up in the months ahead.”
On a rolling 12-month basis (December 2024 to November 2025), 23,743 commencement notices were received. Of the 1,531 units commenced in November, 774 (50%) are scheme dwellings, 470 (31%) are apartments and 287 (19%) are for one-off units.
Of all units commenced in November 2025, 29% (436 units) were in the four Dublin local authorities. By Local Authority, the most units commenced were in Cork City (366), followed by South Dublin (217) and Fingal County (207).
