Rise in construction activity in Dublin as housing pipeline builds momentum

Number of residential planning permissions translating into on-site construction activity is up 9.4% year‑on‑year in the Dublin region
Dublin’s housing supply pipeline remains strong heading into 2026, with the latest 4Dublin Housing Supply Pipeline Returns Report for Q4 2025, published by the Department of Housing Local Government and Heritage today, confirming continued momentum in residential construction activity across the capital.
The latest data shows that 32,085 new homes were built to date or under construction as of Q4 2025, reflecting sustained activity on 205 active sites. Overall, the stock of residential permissions has risen to 77,909 units, an annual increase that underscores the depth of the pipeline for the year ahead.
Crucially, there is clear evidence that the surge of commencement notices submitted in 2024 to avail of development waivers is now translating into on‑site construction, with the number of active planning permissions up 9.4% year‑on‑year – including a significant 13% year on year increase in the number of planning permissions being activated for apartments. This uplift signals that permissions granted in recent years are increasingly moving into the build phase.
In addition, the number of planning permissions lying dormant is dropping with more being activated. The number of un-commenced permissions has fallen by 3.2% year‑on‑year, indicating a reduction in stalled or inactive projects and further supporting the trend toward higher activation rates across the Dublin region.
Minister for Housing, Local Government and Heritage, James Browne TD said:
“These figures show a real and measurable shift from planning to delivery. The 9.4% rise in residential construction activity demonstrates that the housing pipeline is moving and actively converting into homes on the ground across Dublin, helped by many of the recent pro-development measures we have introduced.
“I am determined to keep pushing this momentum, ensuring that projects move from paper to site, not just in Dublin but right across the country.”
These returns are based on quarterly submissions from the four Dublin Local Authorities and cover all residential schemes of 10 units or more, including social and affordable housing. The data continues to provide a comprehensive view of the scale, progress, and activation of housing developments across the capital.
