Minister Kevin “Boxer” Moran launches the Office of Public Work’s National Development Plan (NDP) Sectoral Plan 2026-2030

Minister of State with responsibility for the Office of Public Works (OPW), Kevin ‘Boxer’ Moran has today announced the launch of the OPW National Development Plan (NDP) Sectoral Plan for 2026-2030. This strategic plan outlines the OPW’s commitment to a programme of sustainable infrastructure, underpinned by a commitment to timely delivery, value for money, and public service excellence over the next five years.

It reflects the important and diverse remit of the OPW in Flood Relief Management, Climate Adaptation, managing a significant aspect of the State’s property portfolio and the conservation of our heritage, in support of regional Tourism.

The plan provides for a record level of investment to the OPW amounting to €1.845 billion under the National Development Plan. This investment will ensure the delivery of comprehensive flood risk management programmes, including policies, strategies and defences for mitigating flood risk and its impact on people, property and communities. It allows for the continued management, maintenance and conservation of State Buildings, including heritage services in support of tourism while also ensuring the provision of accommodation for the Civil Service, and delivery of property-related services to central Government Departments and Offices.

Funding amounting to €0.715 billion has been allocated to climate responsive flood risk management, furthering the Government’s commitment to proactively manage flood risk identified as part of the Catchment-based Flood Risk Assessment and Management (CFRAM) Programme. This funding will enable major flood relief schemes progress to construction, ensuring that vulnerable areas benefit from robust, climate-resilient solutions. These projects will be developed in line with Government’s Flood Risk Management Plans.

Minister “Boxer” Moran stated: “The OPW, in partnership with local authorities throughout the country, have been working collaboratively to progress the flood risk management programme. Significant progress has been made in protecting communities, businesses, and critical infrastructure across the country from the growing threat of flooding. As part of the Governments previous €1.3 billion commitment, I am delighted to secure an allocation of €0.715 billion in this NDP for flood risk management, which will contribute greatly in proactively managing flood risk and advancing major flood relief schemes.”

Minister Moran continued: “The allocation of €1.130 billion enables the OPW to continue to manage our state property portfolio and provide essential maintenance and energy efficiency to buildings under our care. In recent years, we have delivered ambitious projects including Tom Johnson House, a new build on Leeson Lane, Government Datacentre in Backweston and a number of developments on the Garda National Building Programme. Investing in the visitor heritage estate with a targeted, strategic approach will preserve cultural assets, enhance visitor experiences, and deliver measurable economic benefits for both regional and national tourism agendas. This capital investment will ensure that we can continue to manage our state property portfolio to the highest standard.”

The sectoral plan reflects the OPW’s commitment to delivering projects that are evidence-based, strategically prioritised, and rigorously appraised to ensure long-term value for money. The plan sets out an ambitious programme of investment which will deliver impactful infrastructure across our country.

Central to this approach is a continued focus on value for money, climate action and innovation in project delivery. The plan sets out the investment priorities, allocations and outputs that will guide our work in the coming years. The plan also recognises the importance of effective governance and ensuring the OPW has the capacity and capability to deliver planned programmes and projects.
