Goods and services that this framework agreement offers
This framework agreement (ITC017F) has three separate lots covering the following:
Lot 1 - Mobile Voice and Data Services, Handsets, Ancillary Equipment, Accessories and Ancillary Services
Lot 2 - Handsets, Ancillary Equipment, Accessories and Ancillary Services
Lot 3 - Bulk Text Services.

Who can use this framework agreement?
All eligible public sector clients. A comprehensive list of who can use this framework is available in the User Guide.
Contract Dates
Valid from: 7th Mar 2026
Expiry: 6th Mar 2030
Contract extensions may be available for this arrangement; please check the Buyer Zone or contact support@ogp.gov.ie for further information. Specifically, if you are concerned that the expiry date will have an impact on your requirements.
How to use this framework agreement
Drawdowns from this framework agreement will be conducted through direct drawdown and mini-competition, depending on your needs.
Process Steps for mini competitions:
1. Verify the value of the requirement and select appropriate Framework Lot.
2. Define requirements and specifications. Identify the Evaluation Award Criteria. Complete the SRFT Documentation
3. Return completed SRFT Documentation to the OGP.
4. Provide responses to any clarification queries received.
5. Conduct an evaluation process. Complete evaluation report. Approve and issue outcome letters.
6. Conclude contract with successful tenderer. Provide Contract Award Notice for publication
Where Direct Drawdown is available you must copy the Notification to Activate Goods/Services Form (NAGF or NASF) onto your own headed paper and complete accordingly.
Once you have completed this, it must be sent to the Contractor.
The Contractor will counter sign and return it to you. The Contractor will then contact you to determine requirements.

Green or social considerations
GPP/sustainability criteria were included at Framework Stage as Mandatory Requirements in respect of the EU Regulations concerning ROHS, Energy Labelling, Eco-Design, and Accessibility. Framework Members and/ or the OEMs, are compliant with EU regulations for WEEE and Batteries & Waste Batteries.
The framework supports PSBs to comply with the government target (TS5) for purchase of mobile ICT equipment mandated in Buying Greener: GPP Strategy & Action Plan 2024–2027, namely >80% of handsets by volume are certified to EPEAT 1.0 Gold standard, or equivalent.
Provision has been made for the inclusion of Sustainability Criteria at Mini Competition stage thereby broadening the range of relevant matters a client can evaluate including GPP and the Circular economy.
Provision has also been made for the supply of refurbished or remanufactured handsets, and trade-in schemes, should a client wish to procure same under a Mini Competition.
