This framework agreement provides training for individuals on how they might proceed with a protected disclosure.

Goods and services that this framework agreement offers

Provides advanced-level training for individuals in the public service who are assigned responsibility for receiving and following up on protected disclosures under the Protected Disclosures Act 2014.

The Framework offers the four [4] modules with Module four [4] being optional.

  • Modules 1 to 3 cover training up to and including advanced level.
  • Module 4 is to assist in developing a protected disclosures policy for an organisation.

Green Considerations:

This service does not allow for bespoke green considerations, however, the Framework member, Byrne Wallace Shields LLP (BWS) is committed to environmental and sustainable practices in the delivery of the Services through reducing energy consumption, minimising waste, reducing water consumption, encouraging greener modes of transport. BWS have a dedicated ESG Committee of senior personnel who are responsible for championing and improving our environmental performance and retaining their ISO14001 accreditation.

BWS encourage a culture of sustainability and an awareness of their impact on the environment. BWS are also committed to creating a sustainable and positive working atmosphere, investing in the community and improving the environment in which we operate.

Social Considerations:

Byrne Wallace Shields LLP has a well-established Corporate Responsibility Programme and is committed to supporting a wide range of pro bono initiatives. Pro bono services are provided free of charge, with no expectation of payment, to charitable organisations and social enterprises. These services are delivered to the same high standards of quality and professional conduct as those offered to paying clients.

As part of this commitment, BWS will work towards delivering Protected Disclosures training for participants in the charity sector, representing up to 10% of the total end users availing of Protected Disclosures Training every six months.

This initiative will include:

  • Notifying all contacts and clients within the charity sector about the availability of pro bono training.
  • Actively promoting the programme through social media and other communication channels.
  • Partnering with other service providers where appropriate; and
  • Supporting DPER in the wider promotion of these training programmes.

Quantifiable metrics on pro bono training will be incorporated into quarterly Contract Management Reports to DPER, in line with the terms and conditions of the Framework Agreement. All pro bono activities will be additional to existing commitments and will not replace any current initiatives.

Who can use this framework agreement

All eligible public sector clients. A comprehensive list of who can use this framework is available in the User Guide.

Contract Dates

Valid from: 06 Jan 2026

Expiry: 05 Jan 2030

Contract extensions may be available for this arrangement; please check the Buyer Zone or contact support@ogp.gov.ie for further information. Specifically, if you are concerned that the expiry date will have an impact on your requirements.

How to use this framework agreement

Drawdowns from this framework agreement will be conducted through direct drawdown.

Where Direct Drawdown is available you must copy the Notification to Activate Goods/Services Form (NAGF or NASF) onto your own headed paper and complete accordingly.

Once you have completed this, it must be sent to the Contractor.

The Contractor will counter sign and return it to you. The Contractor will then contact you to determine requirements.
