Procurement Directives - Revision 2026

The European Commission is currently drafting legislation that will replace Directives 23/2014, 24/2014 and 25/2014. It is expected that this legislation will be published later this year.

In late 2025 the Commission launched an Open Public Consultation on the revision of the directives in the form of online questionnaire. This consultation closed in January 2026. A summary report on this consultation is available on the Commission website here. A Call for Evidence was launched in tandem with this questionnaire, where longer form submissions could be made to the Commission. These submissions are available to view here.

Engagement with the European Commission on a new legal framework covering procurement is ongoing.
