Government Backs Roadmap to Revitalise Capital City

Taoiseach Micheál Martin, Tánaiste Simon Harris and Minister of State Sean Canney have today confirmed government backing for the Capital City Report of the Dublin City Taskforce and set out the approach to delivering on their vision.
The Report of the Interdepartmental Group (IDG), chaired by the Department of the Taoiseach, and their 10-year comprehensive Roadmap for Delivery of the Taskforce Report were approved and published by Government today.
The Taoiseach said:
“As our capital, Dublin city plays a part in all our lives, no matter which part of the country you are from. It might be the place you call home, a place you travel to for events, for college, or simply pass through on the way to the airport.
“It is often the first experience visitors have with our country and can have a big influence on decisions to invest here, or even just to make a return visit.
“Whatever your perspective, our capital city is a symbol of our nation, both at home and abroad. It is a place that we should identify with and feel proud of.
“Today’s publication of the IDG’s Report and their Roadmap for Delivery of the Dublin City Taskforce Report sets out a clear level of ambition for revitalisation of our capital city and a clear route to achieving the taskforce’s vision.
“Today marks a significant step forward in our commitment to revitalising our capital city. This roadmap sets out clear, practical actions to create a more vibrant, inclusive, and sustainable city for all.”
The Tánaiste said:
“Today the government has taken an important step forward for the future of Dublin — and in particular, for the heart of our capital city. We all know Dublin is a great city — rich in culture, history and creativity.
“But we also know that, like many urban centres, it faces many challenges. I established the Dublin City Taskforce last year to confront these challenges head on and the report, published last October, set out 10 Big Moves — a bold agenda to transform the city centre.
“Today, we as a government are committing to progressing those recommendations with an action-focused roadmap — one that is practical, deliverable, and backed by clear governance and funding.
“We are committed to creating a capital city that truly lives up to its potential — a city that is not only a magnet for tourists, businesses, and investment, but first and foremost a city that works for its citizens.”
Minister of State for International and Road Transport, Logistics, Rails and Ports and Leader in Cabinet of the Independent Ministers, Sean Canney said:
“I welcome the Roadmap for Delivery which provides an ambitious pathway towards making our capital city more vibrant for everyone, by prioritising people and communities, respecting the built environment, public and cultural spaces and supporting and celebrating our rich heritage.”
Through the Roadmap for Delivery a number of new measures will be put in place to make Dublin city centre a more thriving, attractive, and safe cityscape; and a desirable location to live, work, do business and visit. These include:
- a Special Purpose Vehicle (SPV) which should be established by and operate under the auspices of Dublin City Council to drive delivery
- a 10 Year Integrated Area Strategy for Dublin city centre to optimise funding and investment and tackle vacancy and dereliction
- accelerated delivery of landmark capital projects in the city centre through additional funding in the URDF under the NDP review
- redevelopment of the GPO as an ambitious and historic flagship project with cultural, retail and office components
The government also agreed to further consider wider measures which could support the regeneration of Dublin and other cities such as an Accommodation Tax/Levy; borrowing limits for Local Authorities and a review of the Living City Initiative.
Today’s announcement follows detailed consideration of the Dublin City Taskforce Report by the IDG as well as ongoing deliberations as part of the NDP review.
This new approach will put investment in place and create an enabling environment that is designed to build confidence with business, landholders and investors to get involved in achieving a new vision for Dublin city centre.
The Programme for Government commits to implementing the Dublin City Centre Taskforce recommendations and to apply the taskforce model to other cities, towns and regions in need of revitalisation.
An Oversight Board will be established and chaired by the Department of the Taoiseach to oversee and provide strategic direction for delivery of the Taskforce Report through the Roadmap for Delivery.
